Zinno Subdivision/St. Charles Mesa Water District Zone III

Zone III of the St. Charles Mesa Water District consists of what was the Joseph Water System. The residents of the Zinno Subdivision where unhappy with the poor water quality and service provided by the Joseph Corp. So they formed the Zinno Water Users Association (ZWUA) to explore ways to get better service.

The ZWUA contacted the St. Charles Mesa Water District (SCMWD) regarding their willingness to serve the area. SCMWD told the ZWUA that service would be provided if they paid all of the expenses. The ZWUA received financial assistance from the Lower Arkansas Valley Water Conservancy District (LAVWCD) to support their efforts. The LAVWCD provided legal assistance and hired a consultant to help with acquiring loans and grants.

Through a legal settlement with the Joseph Water Corporation, the ZWUA purchase the Joseph Water system for $250,000 and choose to decommission the system in October 2017. This cost each homeowner $22.00 per month with a 9.7 year term.

SCMWD working with the consultant secured a 0% interest loan in the amount of $341,354 and 7 grants in the amount of $485,500 to fund the project. The ZWUA also had the support of the Pueblo County Commissioners. Pueblo County provided $200,000 for road reconstruction.

In January 2019 the District pre-paid $55,000 on the Colorado Water Resources & Power Development Authority Loan. The District was also informed by the CWR&PDA that their Board of Directors approved a principal forgiveness loan in the amount of $62,770. These two payments reduced the SRF loan to $226,299 which lowered the loan payment by $6.47 starting March 1, 2019.

The project replaced all the fire hydrants, water mains, service lines meter yokes, water meters, and meter lids if required. The Joseph Water Corp water storage tanks and pump houses were removed

The minimum bill for water service in the subdivision consists of the following:

The District is now accepting Credit Card Payments


The District accepts credit card payments online and at the District office. To pay online click the pay Bill tab. Payments by credit online will be charged user fees by the service provider. To proceed you will need to know the amount owed and your account number. The District cannot take a card number over the phone. This is for your security and the Districts.
